Ah damn it, I was just planning on making a comic where a fluffy mistakes a Teddy bear for another fluffy lol. I still like this though.

A situation in which a fluffy would be born and then survive the absents of a family would be nearly impossible due to starvation and the need for a foal to feed minutes after birth. Their is however one exception! Foal in a can. Separated at birth and imidiatly processed and packed in to a can with a nurtion source. A foal would be both deprived of socialization and still have the food needed to survive. I believe they would bond to the can.

The scenario I had in my head was a foal being taken by a human immediately upon birth and placed in isolation as part of an experiment. Obviously it’s not a scenario that would ever occur in a real-world situation, though as you say it could happen with a Foal In A Can.
