I think the intention was to depict a small family of fluffies either being startled by a human or being attacked by said human, and fleeing while leaving their little red foal behind. The person then ties the foal’s tail to something, probably an attempt to use it as a lure to get the others to return, but they never do. ( a missing page shows that the rest of the family ran out into a nearby street and were all flattened by cars )
When they never return, the person decides to give the fluffy some food and a bath, but is very rough while bathing the fluffy. With its delicate wings and tail injured, the foal is crying, so the person totally reasonably decides that they can’t hurt if they’re cut off, so bye bye tail and wingies! Then the foal is left in a jar in a dark closet full of scary things, for our amusement.
My personal interpretation is that the person only is feeding the foal to prolong its misery, and is deliberately roughing up and scaring the foal. You could also see it as a very ignorant person trying to ‘take care’ of a now orphaned foal and only making its short life even worse.
