Well, I mean, horses have crotch boobs. This fact led to the depiction of crotch boobs in MLP art, especially of that kind. I mean, thats the whole premise of the Milk mare of Trottingham.

I’d say the crotch boobs we have in the fluffy fandoma re a leftover from the MLP phase, along with Hasbio and other similar oddities.
