Krita is something I would suggest. The android version was not happy on my chromebook, but it’s not very good at anything android emulated.
I have recently been using a website called Magma, which works great on the chromebook, and I did this on my android phone
It clearly isn’t set up for phones screens though, swap it to the desktop site and zoom in for some of the controls.
