I like the concept but it’s still pretty weird tho.
I just don’t get this government thing mixed with fluffies.
Is tge fluffy’s mask like a batman yellow mask style or is wearing a red suit?

Well KMEB wrote the villain of his story to be Senator Sandworm, so I went with it. After all, Lex Luthor was a President of the United States at one point in the main DC continuity. In contrast to his Silver Age Pre-Crisis depiction, Luthor relied more on machinations and maneuverings to undermine Superman’s work.
And, well, its not called “weirdbox” for nothing! Also, Shazam’s biggest enemy is a literal caterpillar, cos comic books.
