The Millers should have been responsible and bagged it and then tossed it in the trash instead of leaving it on the sidewalk.

If they piss inside, you’ve not litter-trained them. For the furniture; get a scratching post. For the screaming; pet the cat & give scritches.

Poor thing.
I would never abandon a fluffy like that.
I would snap its neck first, then cut it in half so it will rot properly. Preferably on a compost pile, both because it’s environmentally healthy and the sight of a dead, cut-in-half fluffy is a warning to strays and ferals.
