It’s an English metaphor that refers to being near the point of total collapse/breakdown/coming apart, whether physically (as in am old car engine being on its last legs and about to stop working), mentally (as in a guy working 90-100 hour weeks who cannot take the stress anymore and is on the last legs of his mental health), or both/other (for example, the German Wehrmacht in 1945 was on its last legs in every way imaginable).
The joke, therefore, references both the fact that this fluffy has no legs and the fact that pillowfluffs tend to decline rapidly in mental and physical health.
