@gr1m_1 portrayed them really well! I thought these were guys who went through months of training together, so I suspected they were all teamed up for an equally long time which makes the betrayal quite despicable in my opinion.
However, going against the alien regime is probably what you do in Half Life when you play Gordon Freeman, right?

Combine soldiers are the ones that are cyborgs, even dubbed “the transhuman arm of the combine overwatch”, and dissident citizens and rebels are turned into stalkers.

According to the Half Life Wiki:
Civil Protection officers do not receive biological modifications in any way, unlike the two other Overwatch units. Barney Calhoun is notable for having infiltrated the Combine by joining the Civil Protection ranks as an undercover Resistance member.
But the overall goal of the Combine is to enslave humanity to use them as soldiers and servants in future campaigns, like they did with the Vortigaunts, featured as enemies in the first Half-Life. The addition of biomechanical appendages is just a matter of time for humans to adapt to otherwise hostile environments and to work the Combine’s technology.
