As does the RSPCA? They even perform unannounced inspections of animal adopters, all very Big Brother. Pink micro Mummah would have appreciated that, to be sure.
But in your average Fluffy setting, they have no more legal rights than any other piece of property - even though, or possibly because, they, unlike natural animals, actually can complain. The most incompetent of Abusers would have a legal record of theft, vandalism, or public disorder, but not abuse.
&, well, Brightside Shelter is the sort of place that puts up No Enfing signs to dissuade a species of illiterates. They may be ever so slightly incompetent, themselves.
