It refers to the foal in the drawing, but yes, the majority of pillow fluffies I’ve seen have been dull colors.

Not if the person simply wants to hurt fluffies. I imagine hurting a pretty one would be even more tantalizing, due to them probably having been showered with praises about their looks, making them know they are now a dummeh ugly fluffy might even send them into the wan die loop faster.
