I knew a guy like this back when I was in the boy scouts. He would do this to mice he’d buy at Petco.
He got dishonorably discharged from the Marine corps if that tells you anything.
If i had a dollar for every military, or ex-military, guy i met who did things like that for shits and giggles, i might be able afford to have some kind of memory erasing treatment to forget that i ever met them. unsurprisingly, most of them were either in the Marines or were involved with the corps at some point.
What is it about the Marines that attracts total psychos?

As a marine, I can tell you it’s just what you do when you don’t feel like doing anything else. Some of the worse people I’ve ever met in my life were marines. Total scumbags, for the most part.
