I think there’s a 3rd option. She has some reading skills, enough to figure out what the poster is about. However she doesn’t understand that she just can’t call out, and her mom will hear her. I think she’s talking about her human momah, and like a small child, doesn’t really know what the limitations of a human parent are.

Their owner really really loves them, it isn’t about the money, this was semi-inspired for a missing dog poster I saw a few months back where the reward was more than any pedigreed dog of the same breed I could find online.
