Going by ideas like mine where there was originally multiple breeds and they’ve interbred, been further genetically manipulated, been bred into new pedigrees, and constant evolutionary pressure on fast-breeding unstable creatures has forced severe changes or else stories where you have things like Fluffalo or Gardenfluffies make something that would need to be addressed in order to keep things more grounded, unless handwaving the idea of highly advanced science fiction technology being used for humane population control in back alleys of an otherwise mostly modern day world.
Even in settings where some approach human intelligence you have the ones as dumb as a rock who suffer even in Hugbox worlds, meaning some kind of indicator showing only standard Fluffies of one gender work in it would not deter attempts.
That said, comics get far more leeway than text in terms of suspension of disbelief.
Hormonal release patches are very good for Hugbox. You could even “Hugbox up” a Neutralbox world by having human perception of Fluffies improve once overpopulation is dealt with, say that incidences of Ferals and treated Domestics being rapists has plummeted, and even make it a way for them to regularly feed as they submit for new patches.
I suppose if the machines were ment to collect and sell foals you could adjust based on demand. So in the fall orange and black, and in the winter green and red, and the spring Red, white and pink for valentine day.
I have to ask why? This so called “abuse” has the fluffies curbing thier own population by sacrificing not only their own foals, but then basically hunting other fluffy foals. It is a complete win from a population control perspective and installing scanners nation-wide sounds expensive.
Because there’s certain parties in my headcanon who desire for fluffies to one day be on equal footing with humans, and that’s not going to happen as long as humans are controlling the fluffy population. It’s a bit disingenuous. Fluffies aren’t ready for this yet, and they might not be ready for this for a long time to come, but those parties know that if humans keep patronising fluffies, it’ll never happen. Self-fulfilling prophecy and all that.
They have multiple solutions in mind for fluffy overpopulation, none of those solutions involve killing the lot, and they have a lot of resources to invest in this.
And, y’know, my headcanon is a lot bigger than just Earth.
