During the British occupation of India, the Brits experienced a serious issue with venomous snakes. In response, they offered a bounty on the snakes. Bring in a dead snake, get some money.
Naturally, people simply started breeding the snakes to kill and turn in for the bounty, making the problem worse.
This could easily be adapted to a story about an ill-advised city gvt trying to handle a feral fluffy population. You could open up the story with ferals getting hunted and terrorized and then move into people breeding fluffies in their basements just to slaughter them for the bounty money.

Well meaning hugboxer donates fluffies to african villages for huggies and love, customs and excise office castrates them all, africans mistake them as food

That bounty idea could get even better because escapees become ACTUAL ferals and every person that would be interested in hunting ferals for bounties is too busy farming them more efficiently instead, leading to more total ferals

A mare who is nursing misbehaves or is unable to get her foals to use the litter box, so her owner amputates her nipples and the foals face a slow death by starvation as she tries desperately to feed them.

Micro fluffies go on an adventure! Shenanigans ensue and they end up getting into all sorts of dangers, involving insects and stuff, the it is finished by the micros being crushed by a human completely accidently because they are so small.

kid brings her fluffy to her first day at a new school. she hides the fluffy in her backpack and sweater.
fluffy is a smartie, but highly defensive of the girl as “Mummah am bestest mummah cuz am smawties mummah!”
So when she sees her owner getting bullied she plots an evil idea for revenge. could be as small from ripping their homework, to as big as setting up a wild fluffy invasion on their house that ends in horror
