Short answer the Alicorn is the 4th sibling and there was a mix up as he was meant to be a Pegasus.
So is Cerulean a Pegasus or Alicorn??
And the answer is why not both

Shrugs I do not see why not the point was he’s a problem and well people will see his terribleness with Emerald and hopefully more.
