Well, id need some technology that does not yet exist… Like: an accurate and fast dna and rna reader, a biologycal re assembler, and ect.
The reviving a foal is just that ted tries brining a 3 hours dead fluffy back to life.
Sargent dookie tho, he has been dead like a couple of months, and has only bones left.

since fluffies are fictional, everything is possible!
If someone genius here invents something, that extracts the necessary materials from the biologycal left overs and reconstructs them to an alive organism, that is the same as the live thing that ones was, and has all the memories and stats, sargend dookie could be ones more!
But me/ted arent geniuses that could be abel to build something world braking like that
