As a fallback weapon when you go broke spending all your rupees on ammo that you immediately burn through in a single dungeon? Bullets are expensive even in Hyrule, while fluffy shit is cheap as, well, itself! 
Bruh, most Zelda games throw more rupees at you than your wallet can hold, and you can find free ammo refills literally anywhere.
Now if we’re talking about BotW/TotK Hyrule, then yeah, you’ve got a point.
Basically, if you want it, it’s yours, my friend… as you have enough rupees.
