The crotchtits being at the bottom made me think this may have been intended to be a fluffy crammed into clothes like a Build-a-Bear rather than an anthro (as well as the costumed tag)

That’s exactly it. The whole piece is just a joke that amused me originating from my brain twisting Fergie’s song into fluff speak. “My wubewy wady wumps” is even more ridiculous than the original lyric. It’s a pink and yellow fluffy pony stuck into Fergie’s clothes and made to perform.
