That looks like a extra cruel form of milkbaging. I love it!
Often the milkbags eyes are covered or removed to prevent them from seeing the babies they are unable to interact with. But in this case i suppose that the punishment fits the crime as Buttercup decided to be a super bitch and starve her foals. The owner was lucky that Buttercup was satisfied with denying them food as other Fluffies would have killed them on sight.

They have both wings and horns. for some reason the brain of the average Fluffy can’t handle the existence of a baby with both traits and that’s why they are at best rejected and left to starve and at worst killed on sight.
