Cement is an alkaline substance (pH >12) leading to colliquative necrosis. Tissue damage is due to the exothermic reaction of calcium oxide and water forming calcium hydroxide.
The one way i know to stop cement burns, is to use a weak acid like vinegar.
At all my jobsites ive been to the foreman always had a jug of vinegar underneath the medkit.
Used to do some concrete work, depending on the mix being used it probably stings like you wouldn’t believe on flesh as exposed as the eyes and mouth
It’s actually that idiot’s own fault for not just tossing them in a can somewhere. XD
Its a side walk so I imagine it has Calcium Chloride at the very least for fast setting.
