Come to think of it. Foal-In-A-Can bobbing in water might be relaxing for the foal inside if you black out half the can so they can’t see the water. What with the bobbing being like being cradled by their mother. Could even make it a carnival game.
On the huggier side. Put hooks on them and have them fished out of a circular river. Spread them out and have rings tossed at them.
On the more abusive side. Stack them up to have baseballs tossed at them.

Depending on the can design it could be somewhat annoying for the foal, ie - if it floats by the length of the can rather then the height due to container weight keeping it heaviest at one end. But yeah if they floated horizontal length wise then yeah I could see that.
Add in claw machine grabbers stations or fishing poles with magnets designed to hold onto a piece on one of the ends etc. (both could be appropriatly rigged)
