It’s possible the foals were hiding when the mare was dropped in.
I wonder if only culling mares and fillies is a better population control technique than killing all of them. It only takes one stallion to impregnate a bunch of mares, so you end up with a lot of frustrated stallions taking out their frustrations on each other and colts and likely eliminating large populations quickly with less effort.
