Because he could? I mean, there are folks who mess with people for their benefit (con artists), and folks who do it for their amusement. And a lot in between.
A fluffy is going to be an easier mark for a con than people works be.

This ending was perfect. No over-the-top gore, but days of amusing misery as the fluffy will wander the sewers, having to eat poop to survive as it keeps looking for skettiland, with no one to blame for its disappointment but itself. It’s psychological abuse at its absolute finest!
