I have lived in cites that have drainage problems, fluffies would make it way worse.
Its closed to the comic bout fluffies clogging the storm drain due to over fluffy population.

I’ve always loved how pathetic the ones in the center panel are. Like y’all aren’t being crushed from behind, you’re just too dopey to escape a little bit of water and a steel grate.

I’d either sharpen the insides of those bars of just add some sort of cutting grid just before it to slice up any foal bodies, and mercy kill the ones that make it alive.
And just incinerate the rest with flamethrowers I guess
