aah i see, the legs explanation and reference to wolframs work i get now, i just feel throwing the bodies to an incinerator would just be more efficient than just wait for them to die is all. but thanks for answering my question 
No problem. A lot of it has to do with the fact we only see some experiments going on, not all of them. The anthology only deals with a Psychology experiment, a pheromone experiment, and a demonstration on how they save costs on power. We can be sure that they probably experiment with other, less legal stuff. Diseases, parasites, chemicals, nerve agents, and maybe even mutagens. It is just one way for disposal, with a little old school flair.
