I should specify that the “idiot bag” is not a permanent place. It’s kind of like the sorry box in this situation, so he likely did something to deserve being put in there. The dummy hat is a bonus.
He does still have his legs, and right now he’s just quiet because he’s tired from screaming lame insults (“dummeh stoopi poopie-head!”) all day. Come to think of it that’s probably why he’s in the bag right now.
