Nobody’s gotten it, yet, so I will let you have a few hints:
It does originate from the same decade as Cow and Chicken, but that’s all it has in common with it.
The characters pictured all have a single specific quality in common, and several have a shared visual indicator of that quality.
It’s extremely memeable, and has been memed extensively recently.
Also, it’s total fucking nerd shit that I know at least one person here would be familiar with.

YES! Someone finally got it!
I was considering drawing one for Changeling: The Lost (since I know it better than its WoD counterpart), but I didn’t feel as inspired as with Vampire’s crazy splats.
I love CtL, but its Seemings are mostly “you got turned into (thing), and didn’t quite turn all the way back”, compared with “you are an Eastern European body horror psychopath” and “vampire wizard”.

I was trying to think dnd movie, or something else, but the hispanic fluffy and the igor looking one just kept knawing at me… then it clicked when i realized “franchise” is the hispanic one supposed to be a brujah? 
But ye i love all the splats for their one reasons

The Top left is a Toreador. The Brujah is Sunglasses Guy to his right.
This one. Isnt that the bandana over the hair we see those gangters wear in bloodlines?
And once it clicked i figured the top left was s toreador posing for an art piece.
And now that you say that it makes sense about that one being brujah.
