Poor dude. 
I mean that’s a bit extreme to punish him that severely for something you know he can’t control very well and can lose control of at any moment.
Not to mention the psychological consequences that can arise from punishing a fluffy this severely. As an example I remember there being a story about fluffy that broke a bottle and was terrified about being punished in the same manner as this fluffy in an attempt to avoid that outcome he started licking up the liquid and the glass from the bottle cut his tongue which what led to him not being able to eat normally anymore and having his legs amputated and being fed through nutrients injections. So before this gets even longer I’ll summarize what I’ve just written a fluffy can be so scared of a punishment that it will do stupid things that result in bodily harm or injuries to try and avoid the punishment. And sorry if my grammar is bad.
If he really wanted to avoid being punished, he’d eat the poopies.
