Get a blanket or towel under her, call a friend for help with cutting the wire, wrap her in the blanket/towel once she falls onto it, and take her to the vet. Once she’s patched up and in good enough condition to be moved, I take her home and ponder whether to adopt her or drop her off at a shelter.
