Sounds like this entity could be classified as “safe” using the SCP foundations classification system.
Safe as long as the rules are followed to the letter.
But then again safe in the context of the classification system isn’t synonymous with harmless and fluffies are well known to be the architects of their own destruction.

I really like how Igor the Keeper fluffy goes from being a slightly wonky old fluffy to straight up horror movie haunted house butler once the herd smarty catches on that this is no ordinary land claim. Igor probably has seen his fair share of herds and smarties come and go from the looks of things. Is Igor’s bad eye an injury, a birth defect, or something else?
I’m tempted to start placing odds on the survival of each individual herd fluffy we’ve seen so far- Pretty sure the two toughies are going to be among the first ones to disobey a rule and find out the consequences. I’m on the fence with the smarty and whoever the gray-green fluffy with the bag around its neck is.
