Reminds me of that comic about a pillowed fluffy who has to be in a cage at a playground for fluffies.
This seems pretty sensible to me. These look like air breathers. Playing in water they could submerge in, especially alongside fully limbed fluffies, could easily result in a drowning. This doesn’t seem intentionally cruel.
