Yes, that’s a very important distinction. My immediate thought on reading it was that it represented a huge advance in abuse technology. Just stick the victim in the device, give them a boost with a fan or something, and then blam! Shoot one of the balloons. The fluffy would go careening around, bets would be made on whether the fire or the fall would be the actual cause of death, many laughs would be had.
Though come to think of it, these things would be a boon to abusers even if they weren’t explosive. Set up a bunch of these as targets at a shooting range…
