The key is him maybe being a nuusphere fluffy. @Foxhoarder and @Oculusfluffy have stuff on physics breaking, reality warping fluffs.

For hopefully a less dissatisfying answer, using the ideas laid in “Explaining The Fluffy-verse to Busy Fluffies”:

Napoleon’s creator made him, Hippolyta, and their world a bit exceptional. Rather than a grounded reality, its very much an off-the-wall one, similar to Saturday morning cartoons of years gone by mixed in with some more modern things like Itchy And Scratchy, fighting game references, and more.

Napoleon himself was created with several aspects that were intentionally unresolvable. His exact flurry type (Earthy, Pegasus, Unicorn, Alicorn) was stripped aside along with most defining physical features. To serve as an absurd plot device, grounding details were not only omitted, but programmed to be obfuscated should any attempt to quantify or observe them be made. This is a practical use (if not perversion) of the Observer Effect.

For example, should Dr. Josef Mongola attempted to look at Napoleon through a magnifying glass or microscope, all he could have seen was a comically large eye staring back at him. Had he attempted to measure him, Napoleon would not have stayed a consistent shape or size, resisting being spread to full length. Any attempt to weigh him would find the scale either too insensitive or be thrown off by furious activity on his part.

The necessity of this was born by narrative. The less definition he had, the more Napoleon could do without contradicting himself. This is a key element for the character. To be categorized would mean accepting the strengths and weaknesses of the assignment. This also caused his size to be an important aspect of his abilities based on @Foxhoarder’s Nuusphere theory. The less possible something became, the more likely Napoleon was to be able to do it.

Despite ABAP recommendations, Napoleon is not anywhere near a CERN certified saferoom. However, it is arguable that the entire world is his saferoom, and so long as he’s reasonably happy things are good.

The purpose of the universe was to create a specific “funny ha-ha” line of fluffy content that flaunted reality’s concerns. However, due to the creator’s enabling both Napoleon and Hippolyta to break the 4th wall, the duo has been exploring outside their created world. Escapades include participating in a multiversal tournament held by Stwumpo and tormenting @BFM101’s Dr. Josef (whether it was intentional or just how things happened is hard to say).

Napoleon was intentionally created to be hard to define outside his personality. He is a caring Smarty Friend and Toughie, is surprisingly smart for a fluffy (even capable of reading), loyal to his special friend Hippolyta and their herd, and has an odd fetish for human women. The diminutive fluff has a soft spot for foals and other young fluffies, and to see them abused will incur his actual anger. He has little tolerance for malicious dummehs, and has no problem killing them in some gratuitious fashion.

If anything, just remember the old cliche: its not the size of the dog in the fight, but the size of the fight in the dog.

He’ll stare back so you only see his eye, he might put his butt right against the lense blocking anything, a “censored” sign might come up, whatever suits the moment.
