I’ve always seen them as mammals because fluffies by their definition have fur, plus breathing air would be the only way for them to verbally communicate with humans.

They have been able to give fish horrible fish-hands in labs by messing with their development. I guess to show that all the building blocks are there from the beginning.

I always assumed sea fluffies were aquatic mammals like seals, but the idea of truly fishy sea fluffies is interesting.
